I started with first sketching up something quick on paper. I wanted the old school pixel art style with an obnoxious title, and some animation so the screen won't feel static.
Then I set up the canvas in Photoshop, drew guides that told me the final size of each element.
I drew each picture separately on a different bit maps/sizes. I drew usually 64*64 size, which I resized to the actual measurements I intended each part to be after the drawing was done. I drew 24 individual frames to complete the Title Screen.
